The Negotiated Rule Making (NRM) process for private boarding schools and DCYF will unfold over six weeks of four-hour meetings from April 10 through May 15. WFIS expects this process to be intense, with the conversations focused on many issues, including but not limited to:
- Defining when a license is required: RCW 74.15.020
- Dept. accessing boarding schools without notice
- Staffing requirements
- Dept. accessing student records & personnel files
- School incident recording and reporting
- School ensuring the physical safety of premises
- Establishing safe sleep space, private and personal storage requirements
- Determining nutritional needs & protocols
- Establishing health and wellness requirements during non-instructional hours
- Logging practices for medication management
- Ensuring safe behavioral management and discipline
- Processing licensing violations
