The Negotiated Rule Making (NRM) process for private boarding schools and DCYF will unfold over six weeks of four-hour meetings from April 10 through May 15. WFIS expects this process to be intense, with the conversations focused on many issues, including but not limited to:

  • Defining when a license is required: RCW 74.15.020
  • Dept. accessing boarding schools without notice
  • Staffing requirements
  • Dept. accessing student records & personnel files
  • School incident recording and reporting
  • School ensuring the physical safety of premises
  • Establishing safe sleep space, private and personal storage requirements
  • Determining nutritional needs & protocols
  • Establishing health and wellness requirements during non-instructional hours
  • Logging practices for medication management
  • Ensuring safe behavioral management and discipline
  • Processing licensing violations
