Clean Buildings – Free Qualified Energy Manager Training

Stay ahead of the Clean Buildings Performance Standard Tier 2 compliance requirements by having your facilities team enroll in the FREE Qualified Energy Manager (QEM) Training program through the WA State Dept. of Commerce Smart Buildings Center.

The program is designed for building operators, facility managers, and other professionals responsible for building performance. Upon completion of the Qualified Energy Management (QEM) course, you will be able to:

  • Establish the energy use intensity target (EUIt) according to Section 7.
  • Calculate the building’s measured energy use intensity (EUI) by completing Form C according to Section 5.2.
  • Submit forms as specified in Normative Annex Y documenting compliance.
  • State in writing on Form A that the Energy Management plan and Operations and Maintenance program requirements have been developed, implemented and maintained.
  • Submit and sign Form A.

QEM course graduates will receive a certification if they meet the experience and training prerequisites.

Virtual QEM Training on Demand – The virtual recordings let you complete the on-demand training at your own pace, and address the Tier 2 requirements of the Clean Buildings Performance Standard (CBPS). To complete the Qualified Energy Manager Training on your own time by watching the recordings of previous trainings, register for the QEM Training on demand here. You will be notified once you have been added to the course.

  • QEM Virtual Training – The next virtual group training is planned for April 2026

Clean Buildings Performance Standard (CBPS) Helpdesk

The Helpdesk assists commercial building owners and operators with compliance requirements. The program is sponsored by the Department of Commerce and participating utilities to provide technical assistance, including benchmarking, navigating compliance pathways, training, and access to resources.

For building owners, this service offers a clear starting point and connects regulatory requirements and practical implementation. Building owners can reach out for consultation, access organized resources and trainings, and rely on support to interpret the law, gather data, benchmark performance, and plan next steps.
