The legislature passed a final operating budget with $770 million in early learning investments, which includes $400 million federal funding for childcare providers.
The Fair Start for Kids Act will provide strong early learning system support for the youngest learners families. That funding is tied to the passage of Engrossed Substitute Senate Bill 5096, which establishes a 7% tax on certain very limited capital gains but will provide significant revenue (over $500 million in coming years) through the Education Legacy Trust Account for early learning and K-12 programs.
