Extended Timeline for Teacher Education Requirements
ESSHB 1648 extends the deadline for early learning educators to meet state-mandated education requirements from 2026 to 2030. The bill also ensures that long-serving teachers receive credit for their years of experience and clarifies that all educators will continue earning STARS hours annually as they work toward long-term qualifications. WFIS supported the broader, earlier version of this bill. The one that passed is a compromise. WFIS is satisfied that it recognizes experienced teachers’ contributions and gives them more time to finish their mandated education requirements.
Childcare Allowed in More Zones
ESSB 5509 requires cities and towns to permit child care centers in all zones except for industrial, light industrial, and designated open spaces. This legislation addresses a longstanding barrier to expanding early learning programs and increases flexibility for new program development.
Improved Occupancy Rules for Multi-Use Buildings
SB 5655 changes how occupancy limits are calculated for child care centers operating within multi-use buildings. Now, the occupancy load will be based solely on the square footage used by the child care program, helping schools and providers better use shared or non-traditional spaces.
These changes reflect growing recognition of early learning as a critical part of Washington’s educational landscape. WFIS will continue to ensure that legislation supports the sustainability and mission of private early education programs.
