Washington State Board of Education approved private schools that are also approved as Nonpublic Agencies (NPAs) play a critical role in supporting students with complex learning and behavioral needs. This year, the Office of Superintendent of Public Instruction (OSPI) will visit each approved NPA, reflecting growing attention to the impact these programs are having across the state. Local school districts have also strengthened partnerships with their NPAs through site visits and ongoing collaboration. Over the past two years, WFIS has toured many of these programs, and this fall, members of the House Education Committee visited several campuses to better understand how NPAs are meeting student needs when traditional approaches fall short.

WFIS is proud of the strong public-private partnerships that make these placements possible, ensuring students receive their basic education in environments where they can feel supported and successful. NPAs specialize in individualized and small-group instruction, creating settings that allow students to re-engage with learning and build confidence.

When students’ needs are unmet, special education services can become costly and ineffective. NPAs provide targeted, responsive support that helps students make meaningful progress. By meeting students where they are, these programs offer a path forward—helping students rediscover the possibility of success in school.
