At Tuesday’s K12 Zoom, WFIS hosted OSPI Ombuds Sheila Gerrish to outline current information on LEAs’ allowable fund transfers and consultation requirements. Local Education Agencies, more widely referred to as “Districts”, may transfer money from Title II, Part A and Title IV in whole or in part. Technically, if an LEA is transferring funding to another Title, it requires consultation with private schools before implementation.
Title II funding is most at risk and will affect access to professional development. At least three districts have notified OSPI that they intend to make transfers. In Battleground, both Title II and Title IV funds are being transferred. Most of the funding being transferred appears to go to Title I. Districts have the flexibility to include private school students in their Title I services or not.
Final federal funding allocations are not yet available. Districts are making preliminary decisions and will need to consult with private schools.
Action to take now
- Complete the intent to participate application by April 30
- Make an appointment with the District for consultation
- Prepare school data demonstrating student and staff needs
- Directly ask how much carryover funds are available
- Directly ask the district if Title II or IV transfers are being considered
- Request access to professional development opportunities hosted by LEA

- Title I eligibility is generally based on a 40% free-and-reduced-price lunch threshold, and districts determine whether private schools can participate.
- Title I funds cannot be used for general professional development and are limited to student services

The Private School Participation in Federal Programs application in the Education Data System is due Thursday, April 30. There are no exceptions to the due date.
